Can I change cartridges without turning off the water supply?

You must turn the water off. These units have a tendency to block so to the gentleman who did not have to turn his water off he needs to check the unit.

If these are not changes will this cause low water pressure ? Having trouble with a new house has this fitted to hot water under the boiler.

These cannisters are supposed to be changed annually or more frequently if you use a lot of hot water. There is a pointer set to indicate the month it which the current cannister was fitted but if you're in a new house that might not be reliable. However I don't think an old and fully used cannister would cause low water pressure so I'd look elsewhere for the problem (but fit a new cannister anyway).

I'm struggling to take my old cartridge off, the thing won't budge! Any tips other than washing up liquid?

Please check that firstly you have undone the small screw that locks the cartridge into place, you should then be able to unscrew the cartridge and pull it off. If the cartridge is still stuck then you can use x2 flat head screwdrivers to gently prise it off. Occasionally the cartridge media can clog in the spigot making it harder to remove, where this happens you may want to remove the metal elbow from the fitting, place this in hot water which will dissolve any residue enabling easy fitment of the next cartridge.
