Can I install this on the hatch door to the basement? Key lock will be facing the sky on the street and will expose to the rain. Will that be ok?

I most certainly would not install it with the key assembly exposed to the weather in this way. Water will diffently enter the pins and springs inside and sieze up. You might get away with this kind of installation if you make a weather proof cover over the key assembly. A hinged box secured with a dead bolt to cover with water a defector above the key assembly to direct the water around it. mGood luck!

How do I get spare keys made?

Don't know how to copy, but I replaced the lock cylinder with a standard key one. Just needs the flat tab out the back of the cylinder to turn the + shaped latch mechanism.
