yes the lower bar slides to one side to allow pipes insitu to be clamped.

Q: I want to permanently squeeze off a copper water pipe. Any ideas?

Why would you squeeze off copper? you need a stop end, either solder ring feed, push fit or compression.

Q: Anyone tried on old black poly pipe

Iv used it on 3/4 inch hydropipe on building sites and farms and it works great. They return to their shape with the squeeze of a pliers. Not sure about poly pipe. If it can be reshaped then it might work.

No it will not damage pipe in normal use.
