Turns off all the time

My first time trying product, was not happy. Ballast looked great out the box. After plugging it in couldn't get the light to get bright, after 10 minutes it turned off. After 5 min it turned back on. Turned watts down to 600 watts, was able to get Ballast to stay on without turning off. But the light never got bright enough for my tent size. I noticed the Ballast was very hot to the touch and it didn't have any vents for air to circulate. Might have something to do with the Ballast being so hot. Just a idea. I would not buy this Ballast again.
