Can i hook this up to a low voltage landscape light transformer

No they would fight. It would be like adding 2 ballasts for 1 light bulb. A low voltage transformer converts voltage. So input is line voltage typically 120v and allows you to hook up 12v light bulbs. Ina broad stroke the LED driver does the same thing

Can i use this to power a 16.4 foot long strip of 5050 led's?

As long as the strip is 12v and less than 60w
