is this able to cover Lap Guitar open tunings?

There is no tuning preset for lap steel guitars using open tunings, however the tuner can be used to tune any note, including flats and sharps by using the Chromatic Mode (all notes) of the tuner. Just play the string you want to tune, the tuner will then show you if the note is correct (e.g. E, B or G#) and if it is in tune.

Can this be used on a harp?

The tuner works on all instruments by using the chromatic mode (all 12 notes). Although I have no personal experience with a harp, I don't see why it wouldn't work as long as you can clip the tuner on some part of the instrument.

Would the tuner be able to tune a mountain lap dulcimer DAD?

Yes, there is a chromatic setting.
