Can this remove tinfoil from glass top stove?

WD40 is a light oil is penetrating oil that loosens hard stuff but I'm 100% sure it's helps with thin foils.

Can it be used on guitar tuning pegs?

Yes it can, but be very careful, put a cloth or thick tissue around as much of the headstock as possible to protect it, use the spray a little at a time and wipe the wood immediately if any spray goes on it. Hope this helps.
