What is the frequency of the pulse output and how often is it updated? 27VDC? PNP or NPN?

It's not a radio frequency, you connect two ports from the meter to a pulse reader no polarity. It is 800 pulses per minute, passive.

Can this be used for 4500 Watt - dual element electric water heater? I am concerned about the wattage/ rating of this meter. Thanks

Yes, up to 100 Amps, so even if the water heater is 120V then 120 x 100 = 12000 Watts Max. Most likely your heater is for 240V then the max watts in that case would be 240 x 100 = 24000 Watt. So in either case the Amps will be within the meter's range of 100 Amps. In other words, what matters for the meter is the Amps. They have to be less than 100 Amps. In you case 4500÷120=37.5 Amps. Or most likely 4500÷240=18.75 Amps. Even better.

Must the current flow in the direction of the arrows? My source would be below the meter and the load above.

As far as I know, yes, I haven't tested it on the opposite direction, O would put the meter upside down in that case, and take pictures every month for the reading ...

Will the meter run backward for solar panels?

I don't think this meter reads backwards. I would try this one for one phase: https://www.amazon.com/Smart-Single-Energy-anylizer-Modbus/dp/B07D49N8FH/ref=mp_s_a_1_2?ie=UTF8&qid=1548534471&sr=8-2&pi=AC_SX236_SY340_FMwebp_QL65&keywords=120v+smart+meter+beyondtech&dpPl=1&dpID=41OYtQPoISL&ref=plSrch
