After applying in a white color, does it dry to a clear color? I want to use in my eyebrows.

No, it stays white until you apply mascara. I use it for volume/length.

Is this primer washable (soap & water) or do you need makeup remover?

I use eye makeup remover for this and my mascara (Clinique gentle eye makeup remover works well).

this primer is colorless?

Another person stated that this goes on as WHITE. Being u r using it 2 build up your lashes, being able 2 c where the primer IS, highly beneficial. Once the white is gone, u have achieved its purpose. Adding some girth to your lashes.
