Where can I get shorter screws to mount the plate to my slide. With the included screws tightened all the way down the adapter plate moves on my slide

I'm not sure if this will help you but in my instance I was installing a Holosun 407k with the DPP mount on a PSA Dagger (Glock 19 clone) with an RMR cut slide. I honestly did not keep track which screws came with each part but between the dozen or so screws I had in total from PSA, Holosun and DPP I was able to mix and match and find a pair of screws the correct size and length to hold the DPP plate to the PSA slide and another pair the correct size and length to hold the Holosun red dot to the DPP plate.

Is this basically a rmr to rms/rmsc adapter?

This is a rmr to Holosun 407K/507K adapter. It is precision customized for Holosun so it is generally not compatible with other sights even though it uses RMSc footprint.
