Can I wear it as sun protection mask while running in the summer?

I mean, I wouldn't. It would get kind of hot. It kept me warm in the snow so I don't think it would be great in the summer heat.

Does this mask use velcro as a closure? Also, it says that it is oversized, but only 18.7 inches long?

Yes it uses velcro. I found it to be a but tight, even for being oversized

How thick is the neoprene material?

I cannot give you an exact on the thickness, but it is of good quality. The mask I purchased about one year ago is for my motorcycle. I love it and it does the job (I.e. keeping the dust, smoke, etc.) out. My hubby have a few of them (half and full face). I would recommend it. If it does not fit and/or not what you’re looking for you can always return it back to amazon.
