Are these osha approved?

Safety shoes need to meet ASTM 2413-18 and then have codes for specific hazards. I look for the following AST 2413-18 codes/protections on safety shoes: impact (I), metatarsal coverage (M), compression (C), and static dissipating (SD or ESD). OSHA only requires that safety shoes be protective for the work environment. There are two ASTM standards 2413-17 for work shoes, and 2413-18 covers all of 2413-17, plus specific hazards.

If I'm size 13 should I get a 14 or a 13 for my shoe?

Typically for steel/alloy footwear, you go a margin bigger because that protection eats up some room. As others said though, these shoes are fairly on the mark in size. I got a half size bigger but I'm sure the actual size would've fit just fine too. So I'd suggest a half size bigger and look for some inserts since these have literally nothing for comfort.
