will this fit 4mm diameter ball chain?

Yes my balls are 4.5mm. If it’s too slack you can always use a small spot of super glue I do this anyway to ensure it stays closed

My understanding is that the tiny balls on a roller blind are universal, that being the case, these will fit

Regular roller blind. I broke my continuous plastic roller blind so purchased these to repair it.

Will these go through the actual roller mechanism at the top of the blind, and come out on the other side of the wheel?

No they won't - it's only the ball chain that fits through the mechanism. Pulling the blind cord until the connector reaches the mechanism will stop the blind from rolling up.
