Is this the HE version?

If you look at the box on the bottom right above the 53 loads is the "HE Turbo" mark, so it is made for HE, the description says it is supposed to work better than original Tide. The thing that gets me is the price. $44 for 53 loads? Powdered detergent is supposed to cost less than liquid. Does not seem like thats the case here. I saw regular Tide powder here for $14. Still not as cheap as liquid but these prices are insanely high.

Is this product exactly as the picture shows? The High efficiency plus Bleach Vivid White + Bright? No cheap verison here that doesn't have the Vivid?

From someone who's ordered and used this: yes, the product is exactly as the picture shows. It's part of the Vivid line that can be paired with the Tide Boost Vivid White + Bright He In-Wash Booster (I use both the detergent and in-wash booster). Hope that helps.

How effective is it in killing bacteria?

I have no clue. I only bought it because it was rated at or near the top for powdered laundry detergent on more than one review site.
