Where can I find just the slime powder packets once we run out of the starter set ?

I searched just before I wrote you this message, there are currently 74 sellers offering the "So Slime Shakers 3 Pack Rainbow 3 " , starting at $13.94 with Prime. There are 45 sellers offering the " So Slime Shakers 3 Pack Cosmic Style", starting at $13.97 with Prime.

Do they sell refill packs for this?

Yes. They come with new containers for the slime. I will say this is the best feeling slime ever!! Lasts for long time too

Once the containers are used where can we get them from

This system is great! The containers are reusable, otherwise try purchasing the storage kit by so slime which come with additional shakers. Shakers are also sold as a trio seperately.
