What are the dimensions of this item for sizes L & XL? would like to know b4 ordering. will it fit 5'9 person?

I am 6'-2" and the XL works great for me. I think the L might be tight for you.

Would this be good for foliar sprays? How water resistant is it?

Meh. The back panel is cotton, so it isn’t water resistant at all. The front is a bit better, but the Velcro is incredibly flimsy. I wouldn’t buy it again.
