Are the ice packs themselves washable? If so hand wash or machine wash?

I would suggest hand wash but I have not washed mine yet but they seem very robust

it says in the instructions that they're not for use with hot water

Does refreezing the bag with melted water inside damage to ice bag?

No,,as long as it's not overfilled with water in the first instance,,,as water expands when it transformes to ice. I do it but only qaurter fill the bag then lightly smash it up.
