Why is the coarse a prime item but the fine is not?

All Harrison's main formulas are Prime available when in stock directly from the Harrison's company. Sometimes the item sells out while product is still en route to an Amazon shipping location and Amazon will kick sales back to non-Prime sellers who ship from elsewhere.

Can this be soaked/softened and used for hand feeding baby birds?

There is a Harrison's Juvenile Handfeeding Formula for that purpose. The HPF can be softened for birds needing moist food but for unweaned baby we would recommend the JUV.

What pellet size is appropriate for Alexandrine parakeet - fine or coarse? Please advise

Hi, I'm no expert, but I would say the fine because I tried the coarse for my parrot and he wouldn't eat it, so I ordered the fine and he likes it, which really surprised me because he was used to eating more seeds than anything else and I didn't expect him to eat it but he does, thankfully! It really is pretty fine, like freeze dried instant coffee size, kind of. Well good luck with your little one! Claudette
