Do you need to wash the soap off the shoes with water or wipe it off with a rag?

No the soap foams as you clean and you simply wipe off shoes with a towel.

Is this a good cleaner for suede shoes?

Yes. When cleaning premium leather, suede, cotton mesh and other delicate materials take extra care and be gentle. We currently do not carry this item, but we highly recommend Jason Markk's Premium Shoe Cleaning Brush. Its soft hog bristles are better suited for delicate materials, such as suede.
