Is the frame made of steel or it's full paper. I'm asking so that I can re-use the same next year on changing papers ?

The frame is like a heavier paper (like Manila file folder material?) not steel. Mine is in great shape from last year though so I plan to use it again.

Is the price per piece???

Yes, it's a price for 1 assembled Kandil.
