is the scoop welded to the handle or is it all one piece?

I think it is welded, but the seam is so smooth that I'm not sure

Is this exactly one tablespoon measurement? The exact same pics are on another listing for 1 Tbsp. but with reviews saying it measures 1.75 Tbsp.
