What transistor is being used for this circuit? There are no markings on it and wish to look up its data sheet, thanks.

You can use TRFZ44N or IRFZ44N. It would probably work with similar spec transistor.

Can it be used to supply a constant voltage? Can the output be regulated, I.e down to 12kv?

You could try a variable voltage to the primary winding and regulate the secondary from there but it's a pulse transformer it may overheat if you run it in constant duty mode
