I live in the us. can i use this to condition the 240v coming out of my generator before it goes to my power panel. going from 240 to 240?

Great question but I'd refer to the company directly. I don't want to give you bad advice and blow up the machine.

My utility voltage varies with time. I want constant 120V for one appliance. If I use 220V input to this, will it provide constant 120V out?

So as long as your Utility does not drop below 180V and go over 260V then your output should be 110V +-4%. The only other thing to consider is when you are using a transformer to increase the Voltage you end up pulling more current (amps). So in some cases you can not increase the voltage because the Utility can not provide the increase in current. I have only seen this in rare instances, so you should be good to go.

Can this be used as power conditioner or surge protector for 220v US? Can be used input as 220v and output 220?

I would not use it as a surge protector or conditioner. While it can make adjustments to voltage by switching to different taps on the transformer it will not save you item from a surge. It is defiantly not a power conditioner since it does not have any power filtration.

If the equipment is rated at 220 volt, can only be used at 220 volt. unless it can be rewired for other voltages.

Great piece of shop equipment!

Fuse was fine. Got scared even though I used many different ...

Just received today and wanted to test before storage prior to trip. Check for proper voltage setting. Plug in and within a couple of seconds, I heard a pop and smoke coming out from the box. Immediately unplugged and check damage. Fuse was fine. Got scared even though I used many different wattage of transformers/regulators. I think I'll try a different brand.
