Does it constantly discharge reject water even when your not using pure water

YES, you need to close both outputs or water will discharge from the brine. To stop it from running constantly most use an ASV (Automatic shutoff valve). You will also need a flow restrictor on the Brine, sized appropriately for the RO membrane

what is the wastewater to purified water ratio? can the flow restrictor be bypassed to flush?

The purified water to wastewater ratio is 1/2.

Why waste water line seems to be running a lot of water ?

Waste water is usually 1gallon RO/DI to 2 to 4 gallons waste. I brought my waste to 1 -2 gallaons of waste to 1 gallon Ro/DI with a booster pump. I also added and upgradeed from 100G to 200Gallon system. Just added another 100G ro/di canister. use the waste water for plants, and garden. If ypu can get waste tube to go out and into a diffrent barrel or yard, you can recycle it. booster pump helps to reduce the waste, unfortunately there is no other way to completely reduce it to zero. good luck.

Can you suggest asov for the 400g system? it has 3/8 input x 1/4 output - all of the asov on amazon are 1/4 x 1/4 or (rare) 3/8/ x 3/8
